Know the Community Rules Before You Sort

Sun City West runs differently from a city, and a few rules shape the move itself. Read them before you decide what to bring.

Sun City West is an unincorporated area. The Property Owners and Residents Association (PORA) explains that there is “no city government, mayor or staff,” and PORA works with Maricopa County and its agencies on community needs.

The age rule is written into the Sun City West CC&Rs: “Each single-family residence shall be occupied by at least one person not less than 55 years of age and no person under the age of 19 shall reside in any family residence.” That is stricter than federal law, which under 24 CFR 100.305 requires 55+ housing to have at least one person 55 or older in 80 percent of occupied units. The Maricopa County Zoning Ordinance sets the same 80 percent floor for its Senior Citizen Overlay district.

The community skews older than those minimums. Census Bureau estimates for 2020 to 2024 put Sun City West at 27,425 residents with a median age of 74.8, and 85 percent are 65 or older.

Grandchildren can still visit. The Recreation Centers’ membership FAQ says “children are guests and as such must be signed in by a member,” and the current fee schedule lists a $4 daily guest fee for ages 6 to 18.

Budget for the Fees That Come With the Deed

The Recreation Centers of Sun City West (RCSCW) describe four recreation centers, more than 90 chartered clubs and seven golf courses. Buyers pay into them at closing and every year after. Plan for these alongside moving costs.

The RCSCW fee schedule effective July 1, 2026, lists a $5,750 Asset Preservation Fee, a $275 deed transfer fee, and Owner Member Dues of $618 a year “per person on Deed.” A couple on the deed pays dues twice, $1,236 a year. Golf cards are extra, starting at $325 for the Coyote Card.

The schedule notes that most rates, other than membership and tenant cards, “are subject to change by Governing Board during the year.” Confirm current amounts with the Recreation Centers before closing.

The APF Refund for Moves Within Sun City West

Already live in Sun City West and moving to a different home there? The APF refund policy can return the $5,750 fee on the new home if all its conditions are met.

In short: you must have owned and lived in your current Sun City West home for at least one year, and sell it within 12 months of buying the replacement. Your old home can’t have had a tenant card for more than three months in the year before the sale. You must also hold at least 50 percent ownership in the new home, and apply within 12 months of the later deed recording. The Association decides each case.

Downsizing works best when the new home sets the limits. Get the floor plan before you sort a single drawer.

Measure every room, closet and wall in the new home. Then walk the current house and list the furniture that fits those spaces. A sofa that anchors a big family room may not fit a smaller living room.

Local Details Worth Knowing Before You Move

A few Arizona rules come up for new Sun City West residents. None of them are moving-day problems, but they are easier to plan for early.

Golf carts. Under A.R.S. 28-721, in an age-restricted community in an unincorporated area of a county with more than three million people, you “may drive a golf cart or a neighborhood electric vehicle on a paved shoulder” or as close as practicable to the right-hand edge.

Property taxes. The Maricopa County Assessor’s Senior Valuation Protection program “does not freeze property taxes,” only the home’s Limited Property Value. At least one owner must be 65 or older. Income for all owners must stay under $47,712 for one owner or $59,640 for two or more, averaged over three years. The application asks for proof of residency for two years. A change in ownership ends the protection, so the new home needs its own application.
